System of Care Expansion Planning Guide

This resource was developed by Georgetown University’s National Technical Assistance Center for Children’s Mental Health, designed to help jurisdictions systematically expand their systems of care (SOC) for children with serious emotional disturbances and their families. The guide provides a structured, step-by-step framework and emphasizes the importance of high-level policy maker commitment, cross-agency collaboration, realistic goal-setting, and leveraging environmental opportunities to achieve sustainable, widespread implementation of the SOC approach throughout a jurisdiction.
